When you hire someone to install, repair, or replace a gas boiler in your home, multiple layers of legislation apply: the provincial Gas Safety Act, the BC Building Code, and the CSA installation standards adopted by reference. Knowing what these rules require — and what they mean for you as a property owner — helps you hire the right contractor and avoid costly mistakes.
The Gas Safety Act (BC)
The Gas Safety Act is the foundation of gas appliance regulation in BC. It establishes that anyone installing, altering, or repairing a gas fitting — which includes boilers, furnaces, water heaters, and all associated piping — must hold a valid gas fitting licence issued under the Act.
The Act requires a permit before work begins on any new installation or major alteration. The permit is not just paperwork: it triggers an inspection by Technical Safety BC (TSBC) before the appliance is commissioned. Without a permit and subsequent inspection, there is no acceptance certificate — the document that proves the installation is code-compliant and safe.
Appliance standards are set by reference to CSA and CGA standards. The Act empowers TSBC to adopt and enforce these standards. The critical standard for boiler installation in BC is CSA B149.1 Natural Gas and Propane Installation Code, which governs clearances, venting, combustion air, gas supply sizing, and commissioning procedures.

Technical Safety BC — BC's Safety Regulator
Technical Safety BC (TSBC) is the independent provincial authority that administers the Gas Safety Act on behalf of the Province. TSBC licences contractors, issues permits, conducts inspections, and investigates gas-related incidents. It is not a government ministry — it is a self-funded, independent authority, which means it operates without political interference.

A TSBC inspector then attends the site to verify that the installation meets CSA B149.1 and the BC Building Code. If the installation passes, TSBC issues an acceptance certificate. This document is part of your permanent property record. Keep it — you may need it when you sell the home or make an insurance claim.
You can verify any contractor's gas fitting licence status directly at tsbc.ca under the licence verification portal. We encourage you to check us and any contractor you are considering. A legitimate contractor will not object to licence verification — they will welcome it.
CSA and CGA Standards
Gas boiler installation in BC follows CSA B149.1 Natural Gas and Propane Installation Code, the most recent edition of which is adopted by reference under the BC Gas Safety Regulation. CSA B149.1 covers every aspect of the physical installation: gas line sizing and materials, appliance connections, combustion air calculations, venting system design, clearances to combustibles, and commissioning requirements.
In practice, CSA B149.1 means:
- Minimum clearances from the boiler to combustible walls, floors, and ceilings must be maintained.
- The combustion air supply must be sized to the boiler's BTU input.
- Venting must be the correct material, diameter, pitch, and length for the specific appliance.
- Gas piping must be properly supported, bonded, and pressure-tested before commissioning.
- High-efficiency condensing boilers have specific condensate disposal requirements.
The CGA (Canadian Gas Association) certifies the boilers themselves. Any boiler sold in Canada must carry CGA certification (the logo appears on the appliance rating plate), confirming it meets design and safety standards for Canadian gas supply.
Homeowner Responsibilities
Regulations in BC place obligations on homeowners as well as contractors. Understanding these helps you stay compliant and protects you when you sell your home.
Allow only licensed contractors
Do not allow unlicensed individuals to perform gas fitting work. If a trade quotes you with no mention of permits, walk away.
Disclose work in real estate transactions
The Property Disclosure Statement requires you to disclose unpermitted work. Missing acceptance certificates can delay or kill a sale.
Maintain CO detection
The BC Building Code requires CO alarms within 5 metres of every sleeping area. Test them monthly, replace every 7–10 years.
Keep acceptance certificates
Store TSBC acceptance certificates with your property records. They prove code-compliant installation to future buyers and insurers.
Do not cover uninspected work
Never close walls, ceilings, or mechanical room enclosures over uninspected gas piping or boiler connections.
Annual maintenance
While not a legal requirement, annual maintenance keeps your installation in the condition TSBC inspected it — and keeps your warranty valid.
